American senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to diminish as Republican senators proposed a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Federal Closure
The impact on US citizens from the longest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Proposal from Florida Resort
As weekend session got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.
"We will replace this broken system with something that is actually better for the patient," one senator stated.
Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Democratic Reaction
Opposition lawmakers expressed concerned reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for Medicare for All."
Ongoing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a small group of moderate Democrats to terminate the closure in exchange for a future vote on the ACA subsidies.
One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and continue the payments for a year.
Another leading Democratic senator continued in maintaining that Republicans should accept a one-year extension of the payments before negotiating the future of the tax credits.
"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress does nothing."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.
Several analysts suggested that the core of such a plan would eliminate the ACA's mandate that carriers cover patients with existing health issues.
After his resort visit, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the plan that failed to secure enough support in 2017.
