Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are delivered from multiple capitals. Immense energy is devoted on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a capability afforded by current data. From witness perspectives, defense planes that had been deployed to engage hostile aerial threats roared overhead – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles fired to intercept a incoming threat. This was a advanced protection mechanism at work, probably provided by partner states. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.
Persistent Threats
Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a defensive team – probably imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's essential dependence on Western support – a reliance that European nations are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new proposal from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, continue.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a premise familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from believing that the status quo will not shift further in its benefit in the near future.
Opposing Positions
Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but averting a complete military breakdown until circumstances change in its favour.
Existing Situation
Objectively, there are no real preconditions for a truce. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
